The Village of Grand View-On-Hudson is participating in an electricity supply contract through the Rockland Community Power program. The Rockland Community Power program is a Community Choice Aggregation (CCA) electricity supply program, providing access to 50% and 100% NYS renewable electricity supply options. CCA programs can provide eligible residents and small businesses with renewable electricity supply at competitive rates, with no individual contracts for consumers. Benefits include support for renewable energy, competitive rates, and strong consumer protections.

The program can have a measurable positive environmental impact by giving each of us a way to reduce our carbon footprint.

Eligible residents and businesses in the municipality will receive a letter in mid-March with their choices and will be automatically enrolled unless they opt-out. The CCA program will relaunch in the Village in May 2025.

A LOCAL LAW IN RELATION TO MAINTENANCE OF SIDEWALKS AND

PROHIBITING BICYCLE RIDING ON SIDEWALKS

BE IT ENACTED BY THE BOARD OF TRUSTEES OF THE VILLAGE OF GRAND
VIEW-ON-HUDSON, as follows:
Section 1. Sections 3a and 5 of Local Law No 1 of 1971 as amended by Local Law No.
1 of 1997 are hereby amended to read as follows:
Section 3a. Bicycles and In-Line Skates.
Notwithstanding the provisions of subdivision (B) of Section 1234 of the
Vehicle and Traffic Law of the State of New York, persons riding bicycles or skating or
gliding on in-line skates upon River Road in the Village of Grand View-On-Hudson shall
not ride more than one abreast.

Riding of bicycles (other than children’s’ tricycles) and scooters are

prohibited on all sidewalks within the Village.

This Section shall supersede any provisions of the Vehicle and Traffic Law
of the State of New York that are inconsistent herewith. All other provision of such Law
shall remain in full force and effect.

  1. A. Penalties.
    In addition to any other penalty or proceeding authorized in this local law,
    any person who violates any provision of this local law shall be subject to a fine not to
    exceed two hundred fifty ($250.00) dollars or imprisonment for each and every violation
    of this local law.
    Section 2. Local Law No. 1 of 1971, as amended, is hereby amended by adding thereto
    a new Section to be Section 5B, to read as follows:
    5B Enforcement.
    The Police Department for the Village of Grand View-On-Hudson shall
    have authority to issue appearance tickets for violations of any provisions of this local
    law.
    Section 3. Section IVB of Local Law No. 5 of 1986 is hereby amended to read as
    follows:

B. All persons shall keep the sidewalks in front of the premises owned or
occupied by them free of vegetation from the easterly edge of said sidewalk to the edge
of curb. Branches or other vegetation overhanging sidewalks shall be removed to a
height of 78 inches above the pavement.

Section 4. Section V of Local Law No. 5 of 1986 as amended by Local Law No. 1 of
1992 is hereby amended to read as follows:
Section V. Failure to Comply.
In all cases where the owner or occupant of property fails, neglects
or refuses to comply with the provisions of this local law, the Mayor shall have authority
to cause such snow and ice or vegetation to be removed or sidewalk repaired or
obstructions removed provided the owner of said property is given five (5) days’ written
notice that such action will be taken and an opportunity to correct the condition. In the
event the property owner does not correct the condition within said five (5) day period,
the Mayor shall have authority to have the condition corrected. The Board of Trustees
shall assess the cost of such correction back to the property as a tax lien after the
property owner has been given notice of such assessment and an opportunity to be
heard at a public hearing.
Section 5. Section VI of Local Law No. 5 of 1986 as amended, is hereby amended to
read as follows:

VI. Penalties for Offenses.
In addition to any other penalty set forth herein, any person
violating any provision of this local law shall be subject to fine not to exceed Two
Hundred Fifty ($250.00) Dollars or imprisonment not to exceed fifteen (15) days, or by
both such fine and imprisonment. Each day the violation continues shall be a separate
and distinct violation of this local law.
Section 6. This local law shall take effect immediately.
